Bootstrap nodes have only one responsibility: introduce newly joined nodes to the existing network. They are directories, not centralized coordinators.
What they do
- Answer first-contact requests with a list of peers
- Nothing else — they do not approve peers, hold exclusive state, coordinate, or route protocol decisions

- Registered as a bootstrap service in the service registry
- Governance may approve additional community-operated bootstrap nodes over time
- Once discovery completes, bootstrap nodes become optional
